Lately I had more than a couple encounters visiting Civic Centre, Karachi, for some property tax and car transfer related work. Not to anyone's surprise, it's hard to find a clue of fair and transparent workings. In addition to the legitimate government charges, you are asked to pay twice or thrice of that amount, and you won't have to go through any official procedure. Every thing would be taken care of you! you won't have to wait in long queues for hours, a week long procedure would be completed in a couple of hours, your work would be done prior to those standing in the queues, and your documents would be delivered at your doorstep. My other encounter was visiting the driving license branch. The same story goes there, the rules are the same, it's just the people that have changed. As soon as I entered the Driving License Office, i was reprimanded by an officer that "Your test would never be cleared without our help".
The sad side of the story that the entire hierarchy is involved in this game. Starting from the poor guy grabing your attention outside these offices on the road, to the well suited guy, sitting in a luxurious office in an expensive suit.
I believe we all have similiar stories to tell

Initially, its' apparent reason was poverty and now it has became a trend.

Well this is simply unacceptable, but we think of it as a trend and short cut while it has simply destroyed our society
